The return of T'ang Shao-yi to his native district may help to

further this enterprise but, apart from the fact already

mentioned that money is now very tight in Canton, capitalists have

small confidence in the promoter of the Company. As far as can be ascertained, no foreign capital is interested and the few Chinese

who have already subscribed are all private persons.

The Mr. Richards alluded to in the Despatch

under acknowledgment visited Canton last week and called upon Mr. Grove of the Chinese Section of the Canton-Kowloon Railway. He did not then refer to his supposed connection with the projected Macao line but enquired whether any openings for a railway engineer

offered in South China. Mr. Grove informs me that he possesses

excellent testimonials and is a good practical engineer but he advised him that under present circumstances he was unlikely to

find suitable employment in China.
